Performance Work Statement (PWS) Development
Development of a requirements document, such as a Performance Work Statement (PWS), Statement of Objectives (SOO), or Statement of Work (SOW), is among the most important of all tasks that occur during a public-private competition. The PWS details the government’s work requirements, the conditions of performance, and performance standards or metrics. It identifies government furnished property (GFP), if any, Service Provider furnished property (including facilities, equipment, and services), performance location(s), and hours of operation. The PWS is the heart of any solicitation that is issued and explains in words what the agency wants to buy. Historical workload data and other information are also collected during the development of the PWS and provided as part of the solicitation.
Workload exhibits tell prospective service providers how often they will have to perform the work. Performance requirements tell the prospective service providers what performance standards they must meet in accomplishing the tasks written in the PWS. A true PWS is a performance-based document which specifies “what” needs to be accomplished rather than the details of “how” tasks must be completed. This approach requires an in-depth understanding of the activities included in the scope of the competition and the skills necessary to convert that knowledge to performance specifications that comply with contract language requirements. Development of the Quality Assurance Surveillance Plan (QASP) occurs hand-in-hand with PWS development.
Skills such as identifying the Work Breakdown Structure (WBS), developing reasonable, achievable, and cost effective performance standards, collection and analysis of workload, organization of like and related tasks, and clear communication and technical writing proficiency are musts. There are many different ways to develop and format a PWS but we strive to be clear and concise so that each offer or tender (for government responses to the solicitation) understands the work that the agency wants performed.
