Most Efficient Organization (MEO) Creation
The government agency’s response to the solicitation is captured in the Agency Tender. The Agency Tender addresses all the requirements of the solicitation as well as the Quality Control Plan (QCP), the Most Efficient Organization (MEO), the Agency Cost Estimate, and the Phase-in Plan.
The MEO describes how the agency will satisfy the requirements of the solicitation through its organizational structure, staffing approach, use of existing subcontracts, equipment, supplies, and facilities needs, and quality control program. Position descriptions for each position projected to be part of the MEO are also included. Additionally, the MEO must contain a description of the organization that will execute the quality control plan.
Key to any MEO development is the understanding that, in most cases, the MEO does not reflect the workforce currently performing the commercial activity(ies). Instead, analysis of the PWS work requirements, knowledge and understanding of the level of effort and skills required to perform the work, functionality and productivity assessments, manpower standards development, and other in-depth research, reviews, and evaluations are required to create a responsive, technically acceptable, cost effective MEO.
