Agency Cost Estimate Development
A competitive technical proposal incorrectly calculated is a non-starter. Comprehensive knowledge, understanding, and application of the Circular’s costing rules are the minimum requirements for creating an Agency Cost Estimate that is defensible, credible, and competitive. Knowing how to enter data into COMPARE is the easiest aspect of developing an Agency Cost Estimate. Far more challenging is navigating the “what’s in, what’s out, what’s direct, what’s indirect” types of questions that surface during Agency Tender development.
Ideally, costing experts are able to develop “what if” scenarios that allow the MEO Team and Agency Tender Official to make informed and objective decisions on staffing, workforce utilization, productivity, and other resources requirements. The ability to document these decisions and provide alternate solutions is an absolute must in this competitive market.
