 Acquisition Support

 

Acquisition support services generally include contract planning, pre-solicitation support, solicitation support, post-award support, and contract close-out actions. Each of these phases demands expertise, knowledge, and hands-on experience in applying commercial or government contracting expertise.

 
At the heart of a successful acquisition are the planning and pre-solicitation actions required to define requirements, conduct market research, establish funding, determine procurement methods, select a contract type, and ultimately complete the procurement request (PR) package.
 
The Solicitation Phase (including release of the synopsis, draft and final solicitations, evaluations, and award) is “where the rubber meets the road” for contracting organizations. While many of the same factors that influenced contract planning also affect this task, the details are different. 
 
During the post-award phase, the contracting office relies on inputs that are often “external” to the organization (e.g., Contracting Officer Representatives (CORs), Quality Assurance Evaluators (QAEs), customers) to provide information about how contract implementation and execution are proceeding. 
 
Contract Close-Out actions occur after the contract is physically complete, the contractor has fulfilled contract deliveries and/or services, and the government has accepted them. Once the government has verified all receivables, all contract files must be reviewed, checked for completeness and accuracy, and closed-out and retained in accordance with applicable policies or directives.
